the problem

David Tomblin owns Highgrove Holdings, an out-of-state housing investment firm with predatory practices that oversees several other local LLCs. Tomblin’s tenants live among seriously unsafe living conditions: Caving ceilings, lead paint exposure, black mold, pest infestations, water damage, plumbing and electrical hazards, lack of heat or hot water, broken windows and locks, poor ventilation, fire safety failures, and more. Beyond these dangerous living conditions, tenants are subjected to relentless rent increases, intimidation, and unresponsiveness.

Despite following the proper process and attempting to resolve these concerns directly, Tomblin has been dismissive, deceitful, and at times openly insulting.

The more we investigated, the more we uncovered: Tomblin deceptively started Highgrove as a “woman- and minority-owned” company. Tomblin’s LLCs owe hundreds of thousands of dollars in delinquent taxes. Tomblin’s LLCs have been sued by 35 of his private-equity investors for fraud. And Tomblin’s LLCs have been sued by lenders for millions of dollars they have failed to pay back.

WHAT WE’VE DONE

Common Ground and Tenants United have organized for months (spent months organizing). We knocked on hundreds of doors, met hundreds of new tenants, organized meetings, conducted research, met with experts, and systematically documented the nuisance patterns and tenant concerns. We made multiple attempts to engage Tomblin directly and negotiate a resolution, but those efforts were unsuccessful. He has been dismissive, deceitful, and at times openly insulting. We are now executing a multi-step strategy to “evict” him from our city.

The first step in our strategy is legal. Based on the documented pattern of non-compliance and nuisance behavior by Tomblin’s LLCs, CG and TU worked with Milwaukee City Attorney Evan Goyke and his team to bring an affirmative lawsuit in March 2026, asking a judge to appoint a third-party receiver to manage Tomblin’s portfolio instead.
